Call for Applications - Training on Integrity Plans for Women Activists

Belgrade, April 1, 2019 - Under the "Towards the Integrity of Institutions of the Social Policy System in the South and East of Serbia" project, partner organisations Roma Center for Democracy (Bujanovac), NGO Three Points (Belgrade) and citizens association RIME (Zajecar) are announcing Call for Applications for training on integrity plans in institutions of the social policy system with competencies in cases of trafficking in human beings and cases of partner or family violence.
 
Training on integrity plans in institutions of the social policy system and on how they could bring improvement in implementation of laws and regulations in cases of trafficking in human beings and in cases of partner or family violence is being organised for women activists coming from central and eastern parts of Serbia. The training will be held from 9 - 12 May 2019 in Nis.

Towards the Integrity of Institutions of the Social Policy System in the South and East of Serbia

Belgrade, 25 February 2019 - "Towards the Integrity of Institutions of the Social Policy System in the South and East of Serbia" project is jointly implemented by the Roma Center for Democracy (Bujanovac), NGO Three Points (Belgrade) and citizens association RIME (Zajecar). 
 
Activities of the six-months project are focused on training women activists on integrity plans and on establishing the network of women activists for integrity of institutions with competences in cases of such crimes, with an aim to improve the implementation of regulations in cases of trafficking in human beings and in cases of partner violence or family violence. Belgrade based TRAG Foundation supports the implementation of this project, under its "Stronger Together" program.
 
It is expected that, among other, capacities of participants to identify links between rights violations caused by irregularities in performance of local institutions of the social policy system with competencies in cases of family and/or partner violence and human trafficking, and measures listed in mandatory anti-corruption mechanism tailored to prevent irregularities in the performance of institutions (integrity plan) will be developed. By familiarizing participants with integrity plans, awareness will be raised on the need and importance of properly assessed risks in integrity plans as well as on importance of adequately determined deadlines and measures for their elimination.
 
Since 2008, adoption of and implementation of integrity plans has been mandatory for public authorities (all state funds users) in the Republic of Serbia. Integrity plans, among other, represent a key tool for elimination of factors within institutions that cause difficulties or obstruct enforcement of laws and regulations. Anti-Corruption Agency of the Republic of Serbia oversees the implementation of integrity plans. 
In its monitoring of implementation of integrity plans in institutions of the social policy system with competencies in cases of family or partner violence and trafficking in human beings, the Anti-Corruption Agency bases its findings on self-assessment of institutions. Participation of citizens and / or civilian oversight does not exist. Our joint initiative will create conditions for participation of citizens and / or civilian oversight in regard to integrity plans of local institutions of the social policy system, as well as conditions for local pressure to prevent irregularities in institutions which lead to non-implementation of laws and regulations.
 
Total of twenty women activists from central, eastern and southern parts of Serbia will be trained. All trained individuals will later on come together in a network of activists from ​​central, eastern and southern Serbia for integrity of institutions whose proper functioning is vital for rights of victims of family or partner violence or trafficking in human beings.

"Local Anti-Corruption Plans - Answers to Frequently Asked Questions"

Belgrade, 18 February 2019 - In the upcoming period, organizations Bureau for Social Research (BIRODI) and Three Points will join efforts to develop the "Local Anti-Corruption Plans - Frequently Asked Questions and Answers" document.  
 
The purpose of this document is to provide answers and solutions for gaps and problems observed during the ongoing development and implementation of local anti-corruption plans (LAP) in 145 local self-government units in the Republic of Serbia. 
The final document will provide answers to the principle questions in the beginning, followed with answers to dillemmas that emerge during LAP development, during the selection and functioning of the Commission for the selection of an Independent Monitoring Body assigned to oversee the implementation of the LAP, then to issues related to the election of members of Independent Monitoring Body and to questions about the establishment and the commencement of work of the Independent Monitoring Body. The document will end with clarification of dillemmas related to the selection of the authority or of a public officer to be assigned with LAP coordination at the local self-government level.  
 
The production of this document is being undertaken under a broader project that aims to improve the accountability of authorities at the national and local levels. More information on this project are available here. More information on local anti-corruption plans are available here

Accession to the Code of Ethics of Civil Society Organizations

Tri tacke Belgrade, 14 February 2019 - Our organisation acceded today to the Code of Ethics of Civil Society Organizations.
 
The proclaimed goals we only can achieve if we practice what we preach - if we respect human rights and fundamental freedoms, if we act independently and practice accountability, if our work is transparent and all our activities are carried out professionally.

Only like this, we believe, a change will take place in a society - the change that (due to the continuous discrepancy between declarative commitments to values and practicing of those exact values) today seems almost unimaginable.

"Revisiting Dealing with the Past and Transitional Justice in the Balkans"

Pristina, 23 September 2018 - Academic Conference "Revisiting Dealing with the Past and Transitional Justice in the Balkans" was held on 20-22. in September 2018 in Pristina. Forum ZFD Kosovo (Forum Ziviler Friedensdienst) and the University of Prishtina co-organised the event.
 
The Conference brought together scholars from diverse academic fields and practitioners who are working from different thematic and theoretical paradigms to explore approaches to dealing with the past and transitional justice approaches in post-SFRY space, and beyond.
 
The aim of the conference was to address a whole set of questions, including: Is it possible to identify novel paradigms and/or frameworks for dealing with the past? What is the potential of the rule of law to respond to antagonistic narratives of the past? How has transitional justice shaped the transition from conflict to peace? How is the past portrayed? Who is commemorated and how? Are the representations of the past becoming more inclusive and less antagonistic? What is the role of the state and civil society in the process of dealing with the past and conflict transformation? How have transitional justice mechanisms shaped narratives of the ‘troubled past’ in post-Yugoslav space?
 
The conference was attended by experts from universities, institutions and organizations from the United Kingdom, Germany, Albania, Bosnia and Herzegovina, Serbia, Poland, Norway, Switzerland, Croatia, Australia, Hungary and from various parts of Kosovo*.
 
During the "Restorative Justice and Truth-Seeking Initiatives" panel, Andjelka Markovic presented the findings of "Serbia: how did (if it did) the general public learn from institutions about war crimes from the recent wartime past and about related war crimes trials in 2016" pilot survey.

Belgrade, 16 September 2018 - The Three Points activist will take part in the international conference "Revisiting Dealing with the Past and Transitional Justice in the Balkans", which will take place in Pristina on 20-22 September 2018. Reading recommendation - Non-Governmental Organizations Report on Irregular Migration in 2017 for Southeast Europe

Tri tacke Belgrade, 20 August 2018 - The 2017 Report on Irregular Migration for Southeast Europe was published, the Three Points activists contributed to the Report.
 
The aim of this regional report is to provide a comprehensive overview of the situation regarding asylum in the region; to describe and analyze migration flows; to report on current changes in legislation, practices and policies at the national level in nine countries / territories of Southeast Europe that have been on the mass migration route since 2015. The report helps identify areas where intervention is needed to improve the situation and provides appropriate recommendations for future activities.
The content of the Report is based on information obtained from the non-governmental sector. The Three Points activist, Andjelka Markovic contributed to the collection of material for the Report on the topic of legislation on trafficking in human beings and smuggling of people in Serbia as well as on the situation in practice.
