Online survey - Human rights during the state of emergency

Belgrade, 22 April 2020 - Human rights and fundamental freedoms have been guaranteed by the highest legal act of the Republic of Serbia and by series of ratified international human rights treaties. Derogation can take place during the state of emergency and may be justified by reasons of public danger that endangers the survival of the state or its citizens. To cross the line between (justified) derogation and the misuse or abuse is not allowed, but it may happen nevertheless.
Given that the state of emergency is in force since 15 March, our goal is to examine perceptions of the state of human rights during the state of emergency, using the online tool "Tvoj stav (Your opinion)".
Herewith we kindly ask you to complete this online survey using this link, and to do so not later than Saturday, 2 May 2020.
The survey is anonymous, and it takes no longer than ten minutes to complete it.
This survey is a result of collaboration between the Bureau for Social Research (BIRODI) and our organisation.
When the results are collected, an adequate analysis will be developed and presented to the public later on. Taking into consideration the physical limitations of this online tool, we would like to highlight that this is a pilot endeavor only - several other human rights / fundamental freedoms / rule of law surveys are currently under preparation.

It gives voice to human rights advocates, but also it serves as a platform that brings this subject and its significance closer to each and every individual living in societies where illiberal, repressive, undemocratic practices have either survived or have only just started to take place.

Selected Cases - More key documents from selected court cases

Belgrade, 2 March 2020 - New content has been posted in the selected case-law section. Click here to download original key documents from the Prosecutor v. Dejan Vuckovic et al. court case, from the Prosecutor v. Milorad Ulemek et al. court case, and from the Prosecutor v. Oliver Ivanovic et al. court case.
We occasionally publish the original key documents from trials held before the local courts as well as from those held before the courts in the region (the ones where trial hearings were open for the public and where the court decision has become final).
By their specificity certain cases are relevant for the reform processes in Serbia and/or the rule of law and /or for democratization. Yet due to circumstances (lack of transparency, lack of cooperation between institutions, lack of resources or for other reasons) the original key documents remain either unavailable or not easily accessible to the public. Our goal is to make the original key documents containing proceedings, the established facts, the outcome of such trials easily accessible to the general public.
Call for expressions of interest - Take part in the focus group to be held in Belgrade

This focus group is one among many research and data collection activities being implemented under the "Justice Interactions and Peacebuilding: From Static to Dynamic Discovers across the Nation, Ethnic, Gender and Age Groups" project.
The purpose of this project is to find out how people interact with each other in their post-conflict discussions on justice. The research will compare how people discuss these topics while simultaneously belonging to different groups, such as ethnic, national, gender or age groups. The aim of the project is to determine the extent to which these discussions promote peacebuilding and how they do it. The motivation of the project is to learn from experiences of countries of the former SFRY in order to provide lessons to other regions in the world recovering from conflict.

Holding series of focus groups is envisaged by the project and the plan is to hold one of them in Belgrade. Prior knowledge on the topic of transitional justice is not mandatory; participants should be up to 35 years old. Focus group shall not take longer than 1-1.5 hours.
Our organisation provides an ad hoc support to colleagues involved in the research by gathering participants for a focus group that will take place in Belgrade. Dr. Ivor Sokolic PhD is a postdoctoral researcher at the London School of Economics and Political Science. He is engaged in the research component of this project and will lead this focus group.

Strengthening prevention and the response of national institutions to human trafficking

Belgrade, 18 October 2019 - What is human trafficking? What do international and domestic laws and regulations say about human trafficking? What is the scope of this problem in the world and how does it manifest itself in Serbia? What are the causes of human trafficking and what are the phases in the process? What are the indicators of human trafficking? Do we have adequate national anti-trafficking policies? What is and how does the national referral mechanism function?
All these questions and more were covered during the one-day training. Our activist Andjelka Markovic held an one-day training for civil servants on human trafficking at the National Academy for Public Administration in Belgrade. The purpose of the training was to improve the response of Serbian authorities to trafficking in human beings. The training was attended by 20 civil servants from different national-level institutions. This was the first lecture of this kind at the Academy and was delivered on 18 October, thus marking symbolically the European Day against Trafficking in Human Beings.

"Local Anti-Corruption Plans - Answers to Frequently Asked Questions" has been published

Belgrade, 5 August 2019 - Earlier this year, our organisation teamed up with Bureau for Social Research (BIRODI) to develop the "Local Anti-Corruption Plans - Frequently Asked Questions and Answers" document. The final document is now published (in Serbian) and available for download .
The purpose of this document is to provide answers and solutions for gaps and problems observed during the ongoing development and implementation of local anti-corruption plans (LAP) in the Republic of Serbia.
This document provides answers to principle questions, followed with answers to dilemmas that emerge during LAP development, during the selection and functioning of the Commission for the selection of an Independent Monitoring Body assigned to oversee the implementation of the LAP, then to issues related to the election of members of Independent Monitoring Body and to questions about the establishment and the commencement of work of the Independent Monitoring Body. In the end, the document clarifies the dilemmas related to the selection of the authority or public officer to be assigned with LAP coordination at the local self-government level.
